Thursday of the Sixth Week in Ordinary Time

Readings for Today

[Jesus] began to teach [the Apostles] that the Son of Man must suffer greatly and be rejected by the elders, the chief priests, and the scribes, and be killed, and rise after three days.  He spoke this openly.  Then Peter took him aside and began to rebuke him.  Mark 8:31-32

Why would Peter take Jesus aside and rebuke Him?  Was it a rebuke of anger at Jesus?  No, it was most likely a rebuke based in the fear that Peter was experiencing in his heart.

This passage says that Jesus “began to teach” the Apostles that He would soon suffer greatly, be rejected and killed.  This would have been difficult for the Apostles to accept and understand.  At first, they would have experienced all the emotions and thoughts that we all go through as we are processing some difficult news.  We may start with denial, then become angry, look for a way out, panic, be confused, etc.  Going through stages of grief and acceptance are normal and it appears that this is what Peter was experiencing.

Out of his interior struggle in coming to an acceptance of what Jesus was starting to reveal to them, Peter tried to put up a block.  In Matthew’s account of this story we hear the actual words of Peter, “God forbid, Lord! No such thing shall ever happen to you” (Mt. 16:22).

Peter’s words were certainly words of concern for Jesus, but it’s important to note that, just because Peter was concerned about Jesus, this doesn’t mean that his words were helpful.

As the story continues, Jesus rebukes Peter sternly, but it’s done out of love for Peter to help rid him of his fear and confusion.  It’s understandable that Peter is fearful of the prediction of the Cross.  It’s understandable when any one of us experiences fear in the face of some grave cross or hardship.  The key here is to know that Jesus does not want us to sit in fear.  He does not want us to run from the crosses we are given based on our human weakness.  Instead, He wants us to turn to Him and try to think as He thinks, to act as He acts, and to face our hardships as He did by embracing His Cross.

Reflect, today, upon your own reaction to the difficult things God calls you to do.  Yes, you can be certain that He does daily call you to actions that require great sacrifice and great love.  This can be experienced as painful.  But you should never allow the pain of any cross to deter you from carrying it.  Pray that you have courage to face your crosses and, if needed, be open to the loving rebuke of Jesus when you find that you need a rebuke to set you on the path to freedom from fear.

Lord, I know that You courageously and fearlessly faced the holy sacrifice of Your glorious Cross.  As I am invited to follow in Your footsteps, I find that fear can overwhelm me as it did Peter.  Please strengthen me in those times and give me the grace I need to say “Yes” to You no matter what You ask.  Jesus, I trust in You.

Az evangéliumot nap mint nap azzal a kimondatlan szándékkal olvassuk, hogy választ kapjunk arra a kérdésre, hogy ki Jézus? Azért figyelünk az egykor élt személyek vallomásaira, tanúságtételeire, hitvallásaira, hogy magunk is meg tudjuk fogalmazni személyes hitvallásunkat. Hallottuk Keresztelő János tanúságtételét és hallottuk a mennyei Atya tanúskodását Jézus megkeresztelkedésekor. Tudjuk, hogy még a gonosz lelkek is felismerik Jézusban az Isten Fiát és azt is láthatjuk, hogy a nép a csodák által egyre jobban felismeri benne a mennyei Atya küldöttét. Az első tanítványok magatartása, azonnali indulása szintén hitvallás, még szavaikra sincs szükség ahhoz, hogy megtudjuk: az őket meghívó Jézusban felismerik az igazság közvetítőjét, akit ettől kezdve Mesterüknek tekintenek. A nép pedig felismeri benne a csodálatos tanítót, aki meghirdeti Isten országát.
Mindezek után Jézus felteszi a kérdést tanítványainak: „Kinek tartanak engem az emberek?” A válaszok sokféleségén nem kell csodálkoznunk, hiszen Jézus személyének titka csak később, a kereszten és a feltámadáskor tárul fel a maga teljességében. Majd pedig újabb kérdése már a tanítványok vallomását kéri: „Hát ti kinek tartotok engem?”
A kérdés ma nekem szól: Kinek tartom Jézust? Vajon az életem méltó-e ahhoz, amit szóbeli hitvallásommal kifejezek?

Independent review, lifelong monitoring of priests part of Archdiocese of Detroit’s response to abuse

This article is the first in a three-part series about how the Archdiocese of Detroit responds to, works to prevent and seeks to help victims of sexual abuse. 

DETROIT — In 2002, at the height of a national scandal rocking the Catholic Church over allegations of clergy sexual abuse, Michigan Court of Appeals Judge Michael Talbot received a call from then-Detroit Msgr. Walter Hurley.

The Archdiocese of Detroit, like most dioceses around the country, was working to implement the sweeping reforms of the Charter for the Protection of Children and Young People, which had just been adopted by the U.S. Conference of Catholic Bishops as a first — and long overdue — step toward addressing the scourge of clerical sexual abuse that had plagued the church in the United States.

“We had lunch, and he told me he had been tasked by Cardinal (Adam) Maida to take responsibility for the abuse issue, the various cases and the application of what was then a brand-new charter for particular Church law here in the United States,” Judge Talbot said recently in an interview with Detroit Catholic. “He wanted to know if I would serve as chairman of the Review Board and work with him.”

Seventeen years later, the recently retired judge is still serving in that role, helping lead the archdiocese’s response to cases of abuse, and ensuring the church in Detroit remains vigilant in protecting children and adults who are most vulnerable to predatory behavior.

Review Board investigations

The 2002 establishment of what is known as the Dallas charter — named for the location where it was adopted — was the beginning of concrete reforms to hold U.S. dioceses accountable for their actions addressing sexual abuse, but it wasn’t the start of reform in the Archdiocese of Detroit.

In 1988, the archdiocese became one of the first in the United States to establish a formal policy related to the sexual abuse of minors by clergy, which led to the creation of an independent, lay-led board that served as a precursor to the Review Board that exists today, reconstituted under the norms of the charter, Judge Talbot said.

“The (Dallas) charter was adopted in 2002 by the bishops, and it’s been modified ever so slightly over the years,” Judge Talbot said. “It calls for, among other things, the establishment of a review board in each diocese, which functions as an advisory body to the bishop, to the ordinary of the diocese.”

The function of the six-member board, as its name suggests, is to review any and all cases of alleged sexual abuse reported as having been committed by clergy or those in positions of authority in the local church, and to make recommendations to Archbishop Allen H. Vigneron regarding an accused priest or deacon’s fitness for ministry.

The board meets quarterly, unless circumstances or new cases require an immediate meeting, to discuss and review the archdiocese’s policies and to consider any cases that require attention.

Detroit’s Review Board is made up of six individuals, with expertise in various fields, capable of providing insight into the sexual abuse crisis. Besides Judge Talbot, who was instrumental in the drafting and adoption of Michigan’s first Victim’s Rights Act, the current independent board includes the former head of the child abuse unit for the Wayne County Prosecutor’s Office (Nancy Diehl), a certified school psychologist (Sharon Antczak), a high-ranking health care executive (Robert Asmussen), a local pastor (Fr. William Tindall) and the former archdiocesan superintendent of Catholic schools (Sr. Frances Nadolny, OP).

Cases are brought before the Review Board in a number of ways, including through the archdiocese’s toll-free victim assistance hotline and email address, as well as through verbal complaints. All complaints are considered regardless of when the alleged abuse took place.

“When a case comes in, there are some people who are notified right away. No matter how it comes in, whether it be a letter or a phone call or email, it ultimately ends up with the victim assistance coordinator,” Judge Talbot said. “She then sees to it that Msgr. (G. Michael) Bugarin, who is the archbishop’s delegate for these matters, is notified. The attorney for the archdiocese in these matters is notified, and I’m notified.”

Before anything else takes place, the first responsibility of the Review Board is to ensure the claim has been reported to the proper civil law enforcement authorities. In 2002, the Archdiocese of Detroit signed voluntary agreements with the prosecutors of each county to turn over case files of priests previously accused of sexual misconduct, as well as to report all new cases.

So right off the bat, before we consider credibility or anything like that, the first thing we do is we notify law enforcement,” Judge Talbot said.

So right off the bat, before we consider credibility or anything like that, the first thing we do is we notify law enforcement,” Judge Talbot said. “It’s not uncommon that there’s a little bit of a pause [before our investigation begins], while we wait to make sure we’re not interfering with an investigation that might begin by civil authorities. As soon as the civil authorities allow us to do it, we, the Archdiocese of Detroit, will have an investigator — and we have three — pick up a pencil and do some inquiries.”

The purpose of the Review Board’s own investigations is not to duplicate the efforts of law enforcement, Judge Talbot said, but to ensure that the Church is doing all it can to protect and assist victims, even where secular legal proceedings might have limits — such as in the case of a deceased priest, a lack of evidence available for prosecution, or when the statute of limitations has run out.

When the Review Board considers a case, regardless of the timeframe or priest involved, the standard of evidence required to take action is considerably lower than the standard for secular authorities. In canon law, if a claim is considered to have a “semblance of truth,” meaning it appears to be or could be true, it’s enough for the priest or deacon involved to be removed from ministry.

If a claim is judged to be credible, the accused priest or deacon is immediately restricted from ministry. The archbishop then forwards the case to the Vatican’s Congregation for the Doctrine of the Faith, which can authorize a canonical trial, said Msgr. Bugarin, the archbishop’s delegate and episcopal vicar for cases involving church personnel misconduct.

While only the Vatican can permanently remove a priest from the clerical state, a move known as laicization, the archbishop can authorize a temporary restriction of the priest’s ministry, Msgr. Bugarin said. This includes the inability to publicly celebrate Mass and the sacraments, publicly present oneself as a priest, or be near children and vulnerable adults.

When such a restriction is imposed, “the decree is written so that they can only celebrate Mass alone, with no members of the faithful present,” Msgr. Bugarin said. “They’re never allowed to wear the collar; they’re never allowed to use the title ‘Father.’ They’re not even allowed to do it with family. So if there’s a family funeral, they can’t participate as a priest at that funeral.”

Transparency and monitoring of accused clergy

No priest or deacon with a credible claim against him is allowed to return to ministry pending investigation, and any priest who is restricted or removed from ministry — regardless of whether there’s ever a criminal conviction — is monitored by a retired parole officer to ensure they comply with the terms of the restrictions, Msgr. Bugarin said.

“We’re one of the few dioceses that have a promoter of ministerial standards, [a woman named] Ina Grant, who watches to make sure these guys are living their life according to the penalty that’s been imposed on them,” Msgr. Bugarin said. “The ultimate penalty is dismissal from the clerical state altogether, but sometimes that dismissal might not be best for the common good, because then no one is watching over that individual. We can have someone watch them.”

Some of those removed from ministry are required to submit a written or oral report to Grant once a week, while others report monthly.

“Sometimes she makes surprise visits, and then she reports back to me and to the Review Board about what the men are doing,” Msgr. Bugarin said.

When a criminal conviction is made, the archdiocese also ensures the convicted priest or deacon is still monitored after their civil sentence has been served, Msgr. Bugarin said.

“When there is a criminal conviction, they’re going to follow whatever civil penalty has been imposed on them, whether it’s jail or probation or whatever the case may be. But even when their probation ends, they’re ours, and they may still have some obligations on our side,” Msgr. Bugarin said. “Probation could end in five years, but they’re still going to be required to report in to us for the rest of their life.”

When a priest is restricted or removed from ministry for reasons related to sexual misconduct, parishes and schools at which they’ve served are immediately notified, and their names are published on the Archdiocese of Detroit’s website. Names of credibly accused clergy have been published since 2002, and the list includes all clergy with known, credible allegations — including religious order and deceased priests. Local media are also notified whenever a new name is added.

While some might question posting the names of clergy accused of sexual misconduct without a criminal conviction, Judge Talbot defends the practice as necessary for safety and transparency.

“We have to be in a position where people can believe that we are doing what is right, rather than [doing things] secretly,” Judge Talbot said. “Second, it is out of respect and affirmation to the victims who came forward. And third, it is not uncommon that other victims come forward once they see that name posted. And very often, the manner of the abuse in the new cases will echo the manner of abuse in the older cases.

“I know that people invest a lot in their priest — either as the pastor of their parish or even as a personal friend. I know they invest a lot; we all do,” Judge Talbot continued. “But we also have to accept that they are very human, and some of them fail, and terribly so. So I understand it, and I’m respectful of that. But it’s not our job to keep things secret.”

Since 2014, the archdiocese’s list has also included the names of deceased clergy with allegations of sexual misconduct that were deemed to be credible after the accused died.

When a report of sexual abuse is made against a deceased priest, the Review Board’s process remains the same, Judge Talbot said.

In November, the archdiocese publicized a report of abuse against a priest who died in 1994, Msgr. Thaddeus Ozog, after the Review Board determined an allegation against the former Sacred Heart Seminary rector contained credibility.

“We reported that case to the prosecutor’s office. And I know that sounds odd, but the prosecutor in every county needs to be confident that we’re not going to pick and choose cases. We’re going to report everything and not pre-select and cherry-pick,” Judge Talbot said.

“Second, we put an investigator on it, because there’s still a victim, and that victim deserves that the case be treated the same as any other case, whether the priest is dead or alive,” Judge Talbot continued. “Third, by evaluating it, if there’s enough evidence to really be satisfied that there is a credible claim, such that we can justify posting that priest’s name publicly, it’s an affirmation to the victim. But it also has the potential for bringing forward other people who were hesitant, who suddenly realize they’re not alone.”

Recognizing the need for healing

Though the makeup of the Review Board has changed some over the years — members are appointed to serve five-year terms — its essential structure and purpose has remained the same since 2002.

Having so many different voices and individuals with diverse expertise helps not only to ensure that cases are examined from a variety of perspectives, but also to signal to victims and the public that the Archdiocese of Detroit treats each complaint with the utmost seriousness, Msgr. Bugarin said.

“The various members bring some very challenging questions, and I think they each bring a different perspective: How do we reach out to the victim? How are we dealing with the process?” Msgr. Bugarin said. “Having multiple people take a look at it from the multiple disciplines, I think, brings a whole wealth of conversation to the table when we’re discussing a case. It also provides some necessary checks and balances that we’re all doing our job.”

As the archbishop’s delegate for cases involving clergy misconduct — a canonically established position — Msgr. Bugarin is not himself a member of the Review Board, but acts as a liaison between its members and the archbishop. He also coordinates the archdiocese’s staff and the rest of the team responsible for promoting safe environments and responding to allegations of abuse, while handling canonical and disciplinary actions with priests in addition to his regular responsibilities as pastor of St. Joan of Arc Parish in St. Clair Shores.

Having a separate, independent board responsible for reviewing cases is important for maintaining transparency and accountability, Judge Talbot said. Its members also recognize their role in helping victims to heal, by ensuring they receive the justice they deserve from the Church.

Each time the board meets, it begins by reciting a prayer first used in the Archdiocese of Dublin in 2011: “Lord, we are so sorry for what some of us did to your children: treated them so cruelly, especially in their hour of need. We have left them with a lifelong suffering. This was not your plan for them or us. Please help us to help them. Guide us, Lord. Amen.”

Each time the board meets, it begins by reciting a prayer first used in the Archdiocese of Dublin in 2011: “Lord, we are so sorry for what some of us did to your children: treated them so cruelly, especially in their hour of need. We have left them with a lifelong suffering. This was not your plan for them or us. Please help us to help them. Guide us, Lord. Amen.”

“We really do care about the victims,” Judge Talbot said. “We care about what they have to say. We will listen very carefully, and then we will act when it is appropriate to do so. I think victims can feel confident that we will do the best we can, and we are open to hearing from them.”

Safe environment programs, annual audits help archdiocese prevent abuse

This article is the second in a three-part series about how the Archdiocese of Detroit responds to, works to prevent and seeks to help victims of sexual abuse. 

DETROIT — When it comes to sexual misconduct and abuse by clergy and church personnel, even one such case is one too many.

That’s why, in addition to implementing robust policies and procedures designed to respond swiftly and decisively to allegations of abuse, and training personnel dedicated to assisting victims, the Archdiocese of Detroit invests heavily in training programs and background checks to stop abuse before it begins.

For retired Michigan Appeals Court Judge Michael Talbot, chairman of the archdiocesan Review Board, and Msgr. G. Michael Bugarin, Archbishop Allen H. Vigneron’s delegate for matters of clergy and church personnel misconduct, such programs prove a reverse of the old adage: In this case, the best offense is a good defense.

As a result of the Charter for the Protection of Children and Young People, adopted in 2002 by the U.S. bishops in the wake of the sexual abuse crisis, nearly every diocese in the country employs safe environment programs designed to shine light on circumstances where sexual abuse might occur, teaching children to identify dangerous situations, and training adults to spot warning signs and to report potential misconduct whenever they see it.

Safe environment training and annual audits

In the Archdiocese of Detroit, more than 104,000 adults have been trained through a national program, VIRTUS’ Protecting God’s Children, created by the National Catholic Risk Retention Group. It is mandatory for all clergy, employees and church representatives, as well as volunteers with unsupervised access to children or vulnerable adults.

The program has been conducted in the Archdiocese of Detroit since 2002, said Msgr. Bugarin. And while background checks are meant to keep abusers from entering church ministry, safe environment programs target the entire community, creating an army of individuals with the ability to spot dangerous or suspicious situations and to respond quickly and correctly.

“It’s a very difficult program to go through, but it’s very insightful, and it does teach you a lot,” Msgr. Bugarin said. “It teaches people to look out for the signs of abuse, how to seek help, who to contact, what civil authorities to contact, and how to make a report if you’re a mandated reporter. It’s a three-hour session, and if people think they’re going there to just watch a simple presentation, it’s much more than that.”

Sharon Gorman, the Archdiocese of Detroit’s safe environment coordinator since 2009, says approximately 6,000 adults are trained each year in the archdiocese, about 60 percent of whom are volunteers.

In the past, abuse prevention programs focused primarily on teaching children to “run away from strangers,” Gorman said, “but in fact, 89 percent of children are abused by someone they know.”

Protecting God’s Children responds to that reality by recognizing the need for adults to be vigilant and aware of a child’s surroundings, and to take action when warning signs are present.

“Historically, it was a topic that wasn’t discussed, and that had an impact on those who were abused,” Gorman said. “They didn’t speak up, or when they did, they weren’t believed by adults. With the training programs in place for adults to recognize that behavior, it helps everyone to understand that children don’t lie about abuse. It opens up the door to the conversation, so someone doesn’t have to suffer in silence.”

Nearly anyone who works in a regular capacity in the Church is required to go through the training, but certain individuals — such as teachers, principals or social workers — have a greater responsibility as “mandatory reporters” of abuse, meaning they are required by law to report any suspicions of potential abuse, either to their superiors or to authorities.

“There’s a long list of people who are required to report, and the list has expanded over the years, and rightfully so,” Judge Talbot said. “It’s social workers, teachers, principals of schools — people who have contact with young people who might learn something.”

Taking the decision of whether to report suspected abuse or neglect out of the hands of an individual removes any hesitation the person might harbor over what others might think, Judge Talbot said.

“This takes the burden off, in some respects, because they don’t have any option for discretion. It’s mandatory to report, or they commit a crime.” Judge Talbot said. “We’ve seen situations, where, let’s say, a principal is acting inappropriately. It tells you that the system is working when a young person reports to a counselor what happened and the counselor picks up the phone, not only to report it to the archdiocese, but also to report it to social services, which the counselor is obligated to do. That tells us the system is working, and that protects young people. That’s our highest priority.”

Adults aren’t the only ones required to go through safe environment training. Each year, more than 29,000 children in Catholic schools and 39,000 in religious education programs are taught how to identify potential warning signs of abuse through various age-appropriate programs.

For instance, the Circle of Grace program for elementary and high school students enrolled in religious education teaches students “to recognize God’s love by understanding that each of us lives and moves within a Circle of Grace” as well as “to seek help from a trusted adult, reinforcing God’s presence in their real life struggles,” according to a description of the program.

“Early in the program, children learn that they are created in the image of God, and that their body is sacred,” Gorman said. “We use the concept of the ‘circle of grace’ — good things belong in it, bad things don’t — and nobody has the right to violate that circle.”

Parents can opt out of having their children complete the programs, and that information is included in an annual audit.

In addition to mandatory training, codes of conduct and criminal background checks at the archdiocesan level and at Sacred Heart Major Seminary, each parish and school has a designated safe environment coordinator who is responsible for ensuring checks are done and all volunteers and staff have been trained, Msgr. Bugarin said. This data then is reported to the archdiocese.

“Parishes also have to go through an annual audit instrument,” Msgr. Bugarin said.

In turn, the archdiocese itself is required to submit to an annual audit by the U.S. Conference of Catholic Bishops, which collects the data and issues an annual report.

The audit, facilitated by StoneBridge Business Partners of Rochester, N.Y., is conducted on site every three years — including random visits to parishes — and via paper reporting during off-site years. The last on-site audit was conducted in 2017 in the Archdiocese of Detroit, which was found to be in compliance with the terms of the Dallas charter.

“We have to ask every parish, and there has to be 100 percent returns on the survey,” Msgr. Bugarin said. “They’ll get emails from me and emails and phone calls from Sharon Gorman, [the archdiocese’s safe environment coordinator,] and we’ll hunt down every parish until they complete it. And we will audit that information ourselves, going back to make sure the data is correct and to watch the trends.

“Over time, people have become accustomed to the audit, so it’s a lot easier for them to fill it out than it was in the past. People have some familiarity with it,” Msgr. Bugarin said. “But it is essential for us to know how many people have gone through the program, how many volunteers have direct access to kids, whether there are any staff members who are untrained, and who has not been trained and why, and when they are going to be trained.”

Programs having an effect, but work remains

While sexual abuse remains a problem in society and in the Church, there is evidence that the programs put in place by the USCCB and in dioceses across the United States are having an effect.

According to a study by the Georgetown-based Center for Applied Research in the Apostolate, just 22 new cases of clergy sexual abuse are alleged to have occurred in the United States between 2015 and 2017. While no amount of abuse can be tolerated, those numbers are dramatically lower than the peak decades of the 1960s, ‘70s and early ‘80s, and the number of new cases has continued to decline since the adoption of the Dallas charter in 2002.

“The number of cases coming in has certainly gone down in every single diocese that does a good job in terms of its programs,” Judge Talbot said. “That’s certainly true of the Archdiocese of Detroit. And the allegations that are coming in are almost always about incidents from some years ago, and maybe the priest is even deceased.”

The archdiocese still encourages people to report their abuse regardless of when it took place, Judge Talbot said.

“I think that’s why you’ll hear us often say that we don’t want anyone to be discouraged to report a case from some years ago,” Judge Talbot said. “We understand how difficult it is to come to terms with what happened and be prepared to speak about it.”

In fact, bringing old cases of abuse to light can help identify ways the Church can do a better job protecting children and abuse victims today, he said. And that knowledge isn’t just applicable in the Church; it might also protect people from an abusive family member, neighbor, spouse or friend.

“There are individuals now who are coming forward and saying, ‘I was a victim. I didn’t do anything wrong; just the opposite. And I’m prepared to talk about that if it would help inform others,’” Judge Talbot said.

The programs are doing the job for which they were intended, Msgr. Bugarin said.

“There are many times that we as a Review Board will realize a particular case clearly shows that Protecting God’s Children worked, because someone spoke up,” Msgr. Bugarin said. “Someone went to the proper authority. Someone was wise enough to help a young kid realize that what’s happening is not right. People always walk out of these programs with a whole new level of insight, and a whole new level of attentiveness to abuse and the abuse crisis.”

VIRTUS Protecting God’s Children: A Plan to Protect God’s Children (the five steps to preventing abuse)

  1. Know the Warning Signs: Knowing the warning signs means we can recognize the early signs of an inappropriate relationship between adults and children and can identify potential abuse before it happens.
  2. Control Access through Screening: We are careful about who we allow to work with our children and include items that must be completed prior to ministry.
  3. Monitor all Ministries and Programs: All ministries and programs should be supervised to ensure that proper policies and procedures are followed to keep children safe.  If an abuser knows that someone is watching, they have more trouble finding opportunities to abuse without getting caught.
  4. Be Aware of Child and Youth Behavior: When we observe and communicate with our children we are more likely to detect the signs if they are in danger.
  5. Communicate Your Concerns: Communicating concerns means confronting or telling someone when you are uncomfortable with a situation or discussing suspected abuse with a state official and supervisor.  It means paying attention to your own feelings and not waiting until it is too late.

For archdiocese’s victim assistance coordinator, helping survivors is a ministry of compassion

This article is the third in a three-part series about how the Archdiocese of Detroit responds to, works to prevent and seeks to help victims of sexual abuse. 

DETROIT — Seven days a week, 365 days a year, Marge Huggard is on the job.

She never knows when a call might come in from someone who has been hurt, affected or angered by the sexual abuse crisis in the Church, whether by a member of the clergy or a church worker. But when a call does come in, she is ready to listen.

“When they call in to the 866 number [for the Archdiocese of Detroit’s hotline for reporting sexual abuse], the number is funneled directly to my cellphone, so they’re not leaving a message if I can answer it,” Huggard said. “Sometimes that will surprise them or take them aback.”

As the victim assistance coordinator for the Archdiocese of Detroit, it is Huggard’s job to be a compassionate ear, a proactive advocate and a partner for survivors of abuse and their families. This job puts her on the front lines of archdiocese’s commitment to caring for those who’ve suffered grave indignities at the hands of church representatives, and walking with people on their road to recovery and healing.

Huggard always strives to be a voice of empathy, whether she’s speaking to someone about a priest who abused them long ago, a concerned parishioner worried about the inappropriate conduct of a staff member, or even just someone who wants to vent.

Huggard isn’t an employee of the Archdiocese of Detroit, but is independently contracted by the archdiocese to carry out her work. All 197 dioceses and eparchies in the United States have a victim assistance coordinator, a position that was established in 2002 as part of the Charter for the Protection of Children and Young People, adopted by the U.S. bishops as a response to the national sexual abuse crisis.

Huggard doesn’t set expectations for the calls she receives, but lets the caller steer the conversation.

“My goals are their goals,” Huggard said. “I go out of my way to try to make sure that they are comfortable talking to me, that if they need to slow down or stop, if they want to take a break, I can provide a safe environment to talk.”

If the person wishes to report abuse, Huggard takes the person’s information and reports it to the archdiocese’s abuse response team, including the Archdiocesan Review Board, which then forwards the claim to the proper civil authorities before beginning its own investigation.

Sometimes, a report isn’t made over a single phone call. When a person decides to call, it can take time for them to feel comfortable fully sharing the details of such a painful circumstance, Huggard said.

“They can take it in steps or stages. I don’t have to have everything all at one time. If it’s too difficult, we can agree to make a phone call or conversation on another day,” Huggard said. “Depending on the needs, it can be done immediately or over a period of months. Sometimes people have things going on in their life, and they’re content just having made the report, and they’ll want to pick it up again later. Other times, it’s immediate that we have to get involved, and we do.”

Though the vast majority of complaints involve abuse that was committed decades ago, Huggard said it’s important for victims to know that the Archdiocese of Detroit stands with them and wants to help.

“Most of the calls I’m getting are [about allegations] from 40 and 50, 60 years ago. Once in a while I’ll get a call from maybe 1980,” Huggard said. “Every time there’s a news article or something comes out in the press about a priest, it resurfaces lots of emotions for people. So I can be pretty sure that the phone is going to ring, because people have had that experience come up again, even if they’ve not thought about it for a long time.”

Changing family dynamics

For those open to counseling, Huggard can arrange for a licensed therapist — paid for by the archdiocese — to walk with them through their emotions and experiences. While Huggard does not herself provide therapy, the counselors she recommends are master’s level social workers or psychologists trained to work with survivors of physical, sexual or emotional abuse, including those who experience post-traumatic stress.

“If the person who’s calling me tells me that they’ve never sought counseling, but it’s been bothering them all their life, and they want to have therapy, I can go about the process of getting them set up for therapy,” Huggard said. “We want to help so that they can have better relationships, and make peace with what’s happened to them.”

One of the hardest parts of making a report of sexual abuse can be its effect on family dynamics when a secret kept for decades — even from a person’s spouse or children — is revealed.

“Husbands or wives have spouses who are dedicated to them, and here’s something they didn’t know about many, many years later,” Huggard said. “So it’s a very important time for everyone. Do they cry? Sometimes. Do they get angry? Often. I understand that this brings about a whole range of emotions for people who have not talked about this, and not gotten help for this.”

It’s not uncommon for people to spend years coming to terms with what happened, Huggard said, especially if the person grew up in an environment where a priest’s word might be taken over a child’s.

“I think many people tried to sweep it under the carpet, tried to pretend that they were fine, that they could move on with their life — that it didn’t affect them,” Huggard said. “Or it affected them, but that was then, and this is now. At the time that this was happening, a lot of children believed that their parents wouldn’t believe them. And that is what I have heard over and over: ‘I did tell my mom, but she didn’t believe me. My mom was a very devout Catholic. She couldn’t imagine such a thing could be done.’ Or, ‘I couldn’t tell my dad. We were having a rough spot in our family.’ Maybe their dad wasn’t someone they could talk to.”

Huggard credits the #metoo movement, as well as media reports about the crisis, with helping victims find the strength to tell their stories, which ultimately leads to healing and allows the Church to confront such sins.

“It takes a lot of courage to make that phone call. I know that, and I applaud them for doing that. And I think they know that I do,” Huggard said.

Meeting with the archbishop

If a survivor or their family wishes to meet with Archbishop Allen H. Vigneron, Huggard arranges for that to happen. Usually, the family will meet first with Msgr. G. Michael Bugarin, the archbishop’s delegate for matters of clergy and church personnel misconduct, who will speak with the family and coordinate the meeting.

“We always give victims the opportunity to meet with the archbishop, and they regularly do,” Msgr. Bugarin said. “Normally that takes place in my presence, and they’re really powerful meetings.”

It’s always a difficult conversation for both parties, he said, but victims typically appreciate the chance to be heard by the archbishop, who conducts such meetings with a deep spirit of humility, Msgr. Bugarin said.

“We always give victims the opportunity to meet with the archbishop, and they regularly do,” Msgr. Bugarin said. “He expresses a deep sorrow for what has happened. … To hear what some of the clergy have done to some of the faithful, it’s just appalling. He’s very pastoral at those meetings, and many victims appreciate the opportunity of hearing directly from the archbishop.”

“Those are very difficult meetings for the victims, and they’re very difficult meetings for the archbishop,” Msgr. Bugarin said. “He expresses a deep sorrow for what has happened. I think one of the hardest parts of his ministry is hearing from the victims; to hear what some of the clergy have done to some of the faithful, it’s just appalling.

“Those meetings with the victims, in my experience, are very healing,” Msgr. Bugarin added. “The archbishop is so pastoral, he’s so kind. He’s very pastoral at those meetings, and many victims appreciate the opportunity of hearing directly from the archbishop.”

For Huggard, helping victims cope with traumatic experiences amounts to a form of ministry, even if she doesn’t directly inject religion or faith into the conversation.

If there’s one thing she wants survivors, concerned Catholics and others to know, it’s that the Church in Detroit truly cares about helping victims find the healing, justice and reconciliation they deserve.

“I think that our team is very supportive and empathetic to each other and to the survivors, and they work on behalf of the victim,” Huggard said. “I think it’s an honor to work with this team, and to know that we have good people who don’t have any other agenda than concern for the victim.”

Wednesday of the Sixth Week in Ordinary Time

[Jesus] took the blind man by the hand and led him outside the village. Putting spittle on his eyes he laid his hands on him and asked, “Do you see anything?”   Looking up the man replied, “I see people looking like trees and walking.”  Then he laid hands on the man’s eyes a second time and he saw clearly; his sight was restored and he could see everything distinctly.  Mark 8:23-25

This story is very unique for one reason.  It’s unique because the first time Jesus tried to cure the blind man it only worked half way.  He could see after Jesus’ first attempt to heal his blindness, but what he saw were “people looking like trees and walking.”  It took Jesus laying His hands on the man’s eyes a second time for him to be fully cured.  Why is that?

Consistently, throughout the Gospels, when Jesus cures someone it is done as a result of the faith they have and manifest.  It’s not that Jesus couldn’t heal someone without faith; rather, it’s that this is what He chose to do.  He made healing contingent upon complete faith.

In this miracle story, it appears that the blind man has some faith, but not much.  As a result, Jesus does something very telling.  He allows the man to be healed only part way so as to illustrate his lack of faith.  But He also reveals to us that a little faith can lead to more faith.  The man, once he could see a little, clearly began to believe some more.  And once his faith grew, Jesus laid hands on him again, bringing his healing to completion.

What a great illustration for us!  Some people may have complete faith in God in all things.  If that is you, then you are truly blessed.  But this passage is especially for those who have faith, but struggle nonetheless.  To those who fall into this category, Jesus is offering much hope.  The action of healing the man twice in a row tells us that Jesus is patient and merciful and will take the little we have, and the little we offer, and use it the best He can.  He will work to transform our little faith so that we can then take another step closer to God and grow in faith.

The same could be said of sin.  Sometimes we have imperfect sorrow for sin and sometimes we sin and have no sorrow for it, even though we know it’s wrong.  If that is you, then try to take at least one small step forward toward the healing of forgiveness.  Try, at very least, to desire that you will grow in a desire to be sorry.  That may be the bare minimum, but Jesus will work with it.

Reflect, today, upon this blind man.  Ponder this twofold healing and twofold conversion the man undergoes.  Know that this is you and that Jesus wants to take you one step further in your faith and in your repentance of sin.

Lord, I thank You for the incredible patience You have with me.  I know my faith in You is weak and must increase.  I know my sorrow for my sins must also increase.  Please do take the little faith I have and the little sorrow I have for my sins and use them to draw me one step closer to You and Your merciful heart.  Jesus, I trust in You.

Olyanok, mintha a fák járkálnának.” Erre ismét rátette kezét a vak szemére. Most már tisztán kezdett látni, és úgy meggyógyult, hogy élesen látott mindent. Ezután hazaküldte, és meghagyta neki: „Erről senkinek se beszélj a faluban!”

Elmélkedés

A Betszaidában élő vak ember meggyógyítása újabb jele annak, hogy Jézus isteni erővel, hatalommal rendelkezik és tud segíteni olyan helyzetekben is, amikor ember már nem. Az elbeszélésből nem tudjuk meg a vak nevét, mint például a jerikói vak esetében, akit Bartimeusnak hívtak, és arról sem tudunk meg semmit, hogy kik vezették őt Jézushoz. Jézus félrevonul a beteggel, aminek kettős célja lehet: egyrészt ki szeretné zárni a nyilvánosságot, másrészt kizárólag a vak személyére akar figyelni. Ismert számunkra ez a félrevonulás, hiszen a dadogva beszélő süket meggyógyításánál már találkoztunk vele (vö. Mk 7,31-35).
A gyógyítás során nagy jelentősége van Jézus érintésének. Azért viszik hozzá a vakot, hogy „érintse meg” őt. Ettől az érintéstől azt várják, hogy a vak visszanyerje szemevilágát, miként más esetekben is az Úr érintése eredményezte a betegség megszűnését. Jézus pedig, amikor egyedül marad a vakkal, valóban megérinti beteg szemét, mégpedig kétszer is, aminek köszönhetően először homályosan, majd pedig tisztán, élesen kezdett látni az imént még vak ember.
A látás visszanyerése itt is a hitre jutás jelképe. Minél jobban megismerem Jézus személyét, annál erősebb lesz iránta a hitem, annál jobban tudok majd követőjévé, tanítványává válni. Ő a vezetőm a hit útján és az üdvösség útján.

Tuesday of the Sixth Week in Ordinary Time

Jesus enjoined them, “Watch out, guard against the leaven of the Pharisees and the leaven of Herod.”  Mark 8:15

What is this “leaven” Jesus is speaking of?  After giving this warning to His disciples, Jesus then gives an explanation to them of what He means and what He doesn’t mean.  But even the explanation seems to be over their heads.  So He concludes by saying, “Do you still not understand?”  To this day, Jesus is still asking this question to each one of us.

This was certainly Jesus trying to get them to think, to listen and to look deeper.  He was warning them, “Watch out!”  Watch out for this leaven.  It’s a warning of love to help them see and understand a very real danger.

Everyone who bakes bread knows the effect of just a little leaven (such as yeast) in the dough.  Add just a little bit and it affects the whole loaf.  If a child is helping with the baking, this child may return several times, watching the dough rise little by little.  It can become a fascinating thing to watch.  And it all resulted from just this little yeast.

So what is this leaven of the Pharisees and Herod?  It’s the evil words, evil intent and errors that they spread.  For the Pharisees, it may be that it’s just a little misconception or misrepresentation of what Jesus said or did.  They may twist His words or may simply give non-verbal opinions to others.  This is contagious and has potential to affect everyone.  Little by little their small seeds of doubt and dissent take a toll on others.

We may tend to be thinking about all of “those” people we know who do this.  But we’d miss an important opportunity for growth if we failed to first look at ourselves.  Do I do this sometimes?  Do I say things that mislead in small or subtle ways?  Or do I mislead others by my non-verbal negative attitudes?  Am I a “negative person” sometimes?

No need to feel guilty or get down on ourselves if we feel convicted.  Rather, we should look at this little lesson of Jesus to realize the great power of our words.  The smallest of words can do great harm over time.

But that’s not all we should focus on.  It’s just as important to realize that the small loving words we say also have potential to make a huge difference over time.  Perhaps it’s just that small smile we give or a kind action that we think goes unnoticed.  These little actions and words are the leaven of the Gospel.  They do make a difference and they can become contagious, also.

Reflect, today, upon the small things in life.  Know that these small sins and small acts of love make a huge difference in the end.

Lord, help me to be honest and see what sort of leaven I sow each and every day.  Help me to be purged of the bad and filled with the good.  May You inspire me to be that good leaven in all the many daily interactions I have.  Jesus, I trust in You.

Elmélkedés

Miután Márk evangélista leírja, hogy a farizeusok nem kaptak égi jelet, az evangélium azzal folytatódik, hogy a tanítványok pedig nem értik azokat a jeleket, amelyeket Mesterük a szemük láttára tesz. A farizeusok tehát az Isten országát meghirdető Jézust elutasító nemzedék képviselői, de a tanítványok szintén ennek a nemzedéknek a tagjai, őket is megkísérti a gonosz, bennük is megmutatkozik időnként az értetlenség, a kicsinyhitűség vagy éppen a hitetlenség.
Az apostolok Mesterük mellett korábban már kétszer is megtapasztalhatták, hogy Jézus kevés ennivalóból is képes több ezer embert jóllakatni. A két kenyérszaporítás világosan bizonyítja ezt. Ők viszont most, a Genezáreti-tavon hajózva aggódva beszélgetnek egymással arról, hogy nem hoztak magukkal ennivalót, nincs kenyerük. Jézus felidézi számukra az említett csodákat: emlékezzenek vissza, hogy egy nehéz helyzetben olyan megoldást adott, amire senki nem számított. Miért aggódnak most? Miért nem hisznek abban, hogy Jézus bármikor, most is tud segíteni? Miért nem gondolnak arra, hogy Isten számára nincs lehetetlen? Miért kerekedik felül bennük a kicsinyhitűség?
A rövid emlékezéssel és tanítással Jézusnak az a célja, hogy megerősítse az apostolok bizalmát és hitét. Felismerem-e azokat a jeleket, amelyeket az Úr mutat és erősödik-e általuk a hitem?

Imádság

Urunk, az irgalmasság Istene, könyörülj rajtunk, bűnösökön. Taníts meg bennünket a könyörületre és a megbocsátásra. Ne engedd, hogy hasonlóak legyünk a könyörtelen szolgához, aki nem követte ura irgalmasságát. Emlékeztess minket arra, hogy gyengeségeink miatt milyen sokszor esünk el életünk rögös útján. Szítsd fel szívünkben a megbocsátást és a segítő szándékot botladozó testvéreink iránt. Add meg nekünk az irgalom lelkét, hogy akaratod szerint kovásza legyünk eljövendő országodnak.

Monday of the Sixth Week in Ordinary Time

The Pharisees came forward and began to argue with Jesus, seeking from him a sign from heaven to test him. He sighed from the depth of his spirit and said, “Why does this generation seek a sign? Amen, I say to you, no sign will be given to this generation.”  Mark 8:11-12

Jesus “sighed from the depth of His spirit.”  It is clear this was no ordinary sigh.  It was a sigh that was more than emotion.  It was from the “depth of His spirit.”  What was going on with Jesus?

This sigh reveals a pain and suffering in Jesus that was spiritual in nature.  It was a pain and suffering that came as a result of being rejected by others.  But it wasn’t just that He was hurt or offended, because He wasn’t.  The suffering He felt was from His love.  It came as a result of Him loving the Pharisees deeply and realizing that they were rejecting the grace He wanted to offer them.  This hurt not because Jesus was sensitive to being hurt; rather, it hurt because of His boundless love for them.

It’s interesting that we rarely think of Jesus’ love for the Pharisees.  Often, we only think of Him being harsh to them and condemning them.  But every strong word He directed toward them was aimed at converting them out of love.  It was an attempt, on His part, to shake them out of their indifference and rejection of grace.  It was an act of love.

Reflect, today, upon the “Pharisees” in your life.  Perhaps you do not encounter those who are proud or haughty, or maybe you do.  The Pharisees in your life are those who reject the free gift of love you try to offer.  They are those who are so hurt, confused or bitter that they find it very hard to let love in.  They throw up every sort of defense there is to avoid letting your love in.  And when you see this rejection, it hurts.  It may then tempt you to have anger or condemnation.

But how should you react?  You should do as Jesus did!  You should sigh, and “sigh deeply.”  You should feel the hurt of their rejection and feel holy sorrow for them.  At times, you may need to confront them as Jesus did.  But never out of your wounded pride.  You should confront only because you judge that it’s the best way to win them over.  You will know that this is an act of love when you feel that deep sigh within your spirit.

Lord, help me to love with a pure and holy love.  Help me to feel a holy sorrow over my sins and the sins of others when I encounter their sins.  Let that holy sorrow compel me to love more deeply.  Jesus, I trust in You.

Egy alkalommal farizeusok mentek Jézushoz, és vitatkozni kezdtek vele. Égi jelet kértek tőle, mert próbára akarták tenni. Ő lelke mélyéből felsóhajtott, és így szólt: „Miért akar jelet ez a nemzedék? Bizony mondom nektek: ez a nemzedék nem kap semmiféle jelet.” Ezzel otthagyta őket. Ismét hajóba szállt, és átkelt a Galileai-tó túlsó partjára.

Elmélkedés

A csodálatos kenyérszaporítás után rögtön megjelennek Jézus ellenfelei, a farizeusok és „égi jelet” követelnek tőle. Márk evangélista elbeszéléséből nem derül ki, hogy ott lehettek-e a csoda alkalmával vagy csak értesültek róla, mindenesetre felfigyelnek erre a különleges csodára. Érdeklődésük azzal magyarázható, hogy jól ismerték azt az elgondolást, miszerint az eljövendő Messiás, a Megváltó megismétli majd az ószövetségi idők manna-csodáját, amikor Mózes korában, a pusztai vándorlás idején Isten az égből hullott kenyérrel, mannával táplálta a választott népet. A farizeusok tehát felismerik a kenyérszaporításban a messiási jelet, de nehezükre esik elfogadni azt, hogy Jézus a Messiás, ezért újabb jelet, újabb bizonyítékot kérnek.
Márk evangélista próbának, egészen pontosan kísértésnek nevezi viselkedésüket, kérésüket. Ugyanez történik Jézus pusztai megkísértése alkalmával, amikor a sátán azt kéri az Úrtól, hogy a köveket változtassa kenyérré. Ő természetesen akkor is visszautasította a kísértőt és most is megtagadja a farizeusoknak a kérés teljesítését. Jézus lelki megrendülése minden bizonnyal annak szól, hogy a farizeusok, akik vallásosság példaképeinek tartották magukat, észre sem vették, hogy a gonosz lélek eszközül használja őket.

Mennyei Atyám! Adj nekem önfeláldozó, szelíd szívet, mint a te egyszülött Fiadnak. Add, hogy minden élethelyzetben ki tudjam mondani: Legyen meg a te akaratod! Jézus, köszönöm, hogy előttem jártál az úton, és megmutattad, hogyan lehet Istennek tetsző, tiszta, szent életet élni. Adj nekem erőt és alázatot az engedelmességhez! Szentlélek, jöjj, és taníts, hogy Isten dicsőségére éljek, az ő akaratát cselekedve, mindenkor hitben és alázatban. Köszönöm, Uram, irgalmadat, jóságodat. Segíts, hogy mindig felismerjem akaratodat és a te lelkületeddel szolgálhassak másoknak!

It Takes a Lot of Faith! Sunday, February 17, 2019

Seven Holy Founders of the Servite Order – Optional Memorial

“Blessed are you when people hate you, and when they exclude and insult you, and denounce your name as evil on account of the Son of Man.  Rejoice and leap for joy on that day! Behold, your reward will be great in heaven.”  Luke 6:22-23

Wow, it takes a lot of faith to “rejoice and leap for joy” after experiencing hatred and persecution from another.  Even when one is persecuted on account of his/her faith in Christ, it takes a lot of faith and a lot of love to sincerely rejoice.

But with that said, this level of faith and love is possible!  If it were not, our Lord would not have given this teaching.  It is a teaching to live the highest ideal.  It’s a calling to live in Beatitude.

Though it would be worth it to spend time on each and every one of the Beatitudes and to try to apply them to our lives, it’s also helpful to look at the more general fact that Jesus does not call us to mediocrity; rather, He calls us to the heights of perfection.  It is within those heights that our souls find the greatest reward.

Reflect, today, upon this Beatitude.  Perhaps you have never experienced persecution and hatred as a result of following Jesus.  But even if you haven’t, try to put yourself into this situation and try to honestly discover how you would react.  Would you be able to allow persecution to “roll off your back” so to speak?  Would you be able to accept injustice in your life without allowing it to disturb your interior peace?  Or would you turn bitter and angry as a result of the hurt you would feel.

Try to put your eyes upon the ideals of the Christian life.  If you aim for anything less, you run the risk of actually attaining that lower goal.  But if you put your eyes upon the high calling of the Beatitudes, then you will find that our Lord will continually draw you closer to His heart, cleansing you, strengthening you, filling you with more faith, hope and love, and bringing you to an increasingly blessed level of holiness.  It’s worth it to aim for the ideal!

Lord, please make me holy.  Help me to keep my eyes upon You and upon the virtues and Beatitudes that You call me to live.  May I never settle for a mediocre life.  Instead, may I strive only for a life of perfection and holiness making You the center of all I long for.  Jesus, I trust in You.
